Representative Experience - Environmental Engineering and Regula-tory Compliance

 

Permitting and Regulatory Compliance - Air

 

Prepared over forty air permits applications (new permits and revisions to existing permits), three small source exemption applications, and five applications for variance for oil and gas production facilities in Louisiana, including production facilities, central separation, dehydration and compression facilities, a storage and barge loading facility and a gas plant. Made all necessary air emissions calculations, determined rule applicability and regulatory requirements and worked to expedite DEQ approvals. Reviewed permit conditions with operations personnel and coordinated completion of any initial stack testing requirements.

 

Prepared five standard exemption registrations and a standard permit application for oil and gas production facilities in Texas. Submitted NOx RACT Initial Control Plans for  two gas plants in Texas located in the Beaumont-Port Arthur non-attainment area.

 

Prepared, submitted and gained approval for Title V permits for two central separation and production facilities in Louisiana, a gas plant in Louisiana, a central dehydration and compression facility in Oklahoma, and a central dehydration and compression facility on Indian lands (EPA jurisdiction) in Colorado. Managed the preparation of seven additional and similar Title V permits for facilities in Colorado.

 

Made recommendations and gained approval for emissions controls to achieve surrogate minor status for four faculties in Texas and three additional facilities in Louisiana. Submitted PI-8 forms or applications for permit revision needed to make the controls federally enforceable.

 

Prepared application and gained certification for 560 TPY of NOx Emission Reduction Credits in the Beaumont-Port Arthur non-attainment area. Negotiated the sale of these credits, making Vastar Resources‘ entire Safety, Health, an Environmental Group a net profit generator for 1998.

 

Prepared and submitted over twenty annual emissions inventories for facilities in Texas. Calculated emissions for more than 15 annual emissions inventory submittals and several Toxic Emissions Data Inventory reports in Louisiana.

 

Managed the fugitive monitoring programs at two gas plants in Texas and Louisiana. Submitted quarterly fugitive monitoring reports to the TNRCC and the Louisiana DEQ. 

 

Managed the collection and submittal to the MMS of GOADS (Gulf-wide Offshore Activities Data System) data for BP’s portfolio of over 250 Gulf of Mexico, shelf structures.

 

Managed BP’s emissions reporting and greenhouse gas reduction initiative for all of their Gulf of Mexico, shelf properties. This included the collection of data for all emissions sources, creation of EXCEL workbooks to calculate all criteria pollutants and greenhouse gas emissions on an individual source by source basis, the calculation of a 1998 greenhouse gas baseline for the combined BP Amoco and Vastar, GoM Shelf properties, the continued tracking and quarterly reporting of greenhouse gas emissions, and the identification of potential greenhouse gas reduction projects.

 

Regulatory Compliance - Other

 

Prepared Risk Management Plans as required by 40 CFR 68 for two gas plants in Texas and Louisiana and submitted them to the EPA. Assisted in planning and conducting public meetings as required by the Chemical Safety Information, Site Security and Fuels Regulatory Relief Act. Submitted to the FBI the necessary notifications of having held public meetings.

 

Prepared application for minor permits to remove two vessels with asbestos containing insulation. Managed the final removal of one of these vessels. Prepared minor permits for landfarming of hydrocarbon contaminated soil at two sites in Texas.

 

Prepared a stormwater plan for a oil and gas production facility in Texas.

 

Prepared OPA ’90 Spill Response Plans as required by the U.S. Coast Guard, the DoT (RSPA), and the EPA for a separation, storage and barge loading facility in Louisiana. Prepared an OPA ’90 plan for another separation facility in Louisiana where only EPA  OPA ’90 regulation applied.

 

Revised the Barge Loading Manual for a separation, storage, and barge loading facility in Louisiana as necessitated by U. S. Coast Guard rule revisions and a change in ownership for the facility. Revised the Declaration of Inspection form consistent with the rule revisions. Instructed operations personnel at the facility regarding the revised regulations.

 

Prepared application for renewal of a state NPDES permit for a facility in Louisiana. Submitted quarterly or annual Discharge Monitoring Reports for several facilities.

 

Prepared or made revisions to over ten SPCC plans for oil and gas facilities in Texas and Louisiana. 

 

Gained RRC approval for a modification to a permit for an injection well at a gas treating facility to allow for the injection of waste DEA solution.

 

 

 Compliance Systems, Due Diligence, and Training

 

Prepared Environmental Compliance Systems for twenty oil and gas fields, three gas plants, and one storage and barge loading facility, including facilities in Texas, Louisiana, Arkansas, Oklahoma, and Kansas. Researched existing permits and potentially applicable regulations for all media. Developed detailed tasks necessary to maintain compliance and agreed responsibilities for each task with operations personnel.

 

Prepared staff briefing documents and conducted training on topics including: standard air permits for oil and gas facilities in Texas, annual air emissions inventory requirements for five states, oil and gas MACT rule, guidelines for monitoring and maintenance of emissions controls, determination of potential to emit for facilities in Texas, upset and maintenance reporting requirements for eight states, and the Risk Management Plan rule.

 

Developed calculation and report templates for all routine oil and gas facility emissions sources (engines, tanks, loading, fugitives, etc.) for an (OpsAir) air emissions data base.

 

Participated in due diligence reviews for over five oil and gas fields, three gas plant, and a storage and barge loading terminal.
